Rhode Island General Laws 39-12-11. Publication of tariffs of common carriers
Every common carrier by motor vehicle shall print, file with the administrator, and keep open for public inspection, tariffs showing all the rates and charges for transportation, and all services in connection therewith, of property, in intrastate commerce, between points on its own routes and points on the routes of any other carrier, or on the routes of any common carrier by railroad, express, or water, when a through route and joint rate shall have been established. A filing fee of fifty dollars ($50.00) must accompany all filings made pursuant to this section. All revenues received under this section shall be deposited as general revenues. The rates and charges shall be stated in lawful money of the United States. The tariffs required by this section shall be published, filed, and posted in such form and manner, and shall contain such information as the administrator, by regulation, shall prescribe. The administrator may reject any tariff filed with him or her that is not consistent with this section and with the regulations. Any tariff so rejected by the administrator shall be void and its use shall be unlawful.

- Administrator: means the public utilities administrator. See Rhode Island General Laws 39-12-2
- Common carrier: means any person who or that undertakes, whether directly or by any other arrangements, to transport property, or any class or classes of property, by motor vehicle between points within this state, for the general public for compensation, over the publicly used highways of this state, whether over regular or irregular routes. See Rhode Island General Laws 39-12-2
- Intrastate commerce: means any commerce wholly within this state by motor vehicle between points having a point of origin and a point of destination within this state. See Rhode Island General Laws 39-12-2
- Motor vehicle: means any vehicle, machine, truck, tractor-trailer, or semi-trailer propelled or drawn by any mechanical power and used upon the highways in the transportation of property, but does not include any vehicle or car operated on a rail or rails whether on or off the publicly used highways. See Rhode Island General Laws 39-12-2
- Railroad: means and includes every railroad other than a street railway, by whatsoever power, operated for public use in the conveyance in this state of persons or property for compensation, with all bridges, ferries, tunnels, switches, spurs, tracks, stations, wharves, and terminal facilities of every kind, used, operated, controlled, leased, or owned by or in connection with any railroad.
