The several amounts appropriated from year to year to meet the ordinary expenses of the State shall be paid by the Treasurer out of the usual income of the State and any unexpended balance in his hands not otherwise appropriated, in the manner prescribed by § 11-3-130, and conformably with the terms of §§ 11-5-150 and 11-5-160.
