A county and a municipality that jointly erect a public health administration building under this subchapter shall share the cost of, and shall each have an undivided interest in, the building:
(1) as agreed by the governing bodies of the county and the municipality; and
(2) as authorized by orders or ordinances adopted by the governing bodies of the county and the municipality.
