(a) A chief executive officer of a municipality commits an offense if the chief executive officer fails to:
(1) establish the system of records required by § 1504.110 before the 91st day after the date the building or structure is completed; or
(2) maintain the system of records required by § 1504.110.
(b) A superintendent or manager of a building or structure described by § 1504.102 commits an offense if the superintendent or manager fails to file a report required by § 1504.111.
(c) An offense under this section is a misdemeanor punishable by a fine of not less than $100 or more than $1,000.
