(1) The commissioner shall appoint members to a regional board for each grazing district from nominations submitted by:

- Commissioner: means the commissioner of agriculture and food. See Utah Code 4-1-109
- Grazing district: means an administrative unit of land:(3)(a) designated by the commissioner as valuable for grazing and for raising forage crops; and(3)(b) that consists of any combination of the following:(3)(b)(i) public lands;(3)(b)(ii) private land;(3)(b)(iii) state land; and(3)(b)(iv) school and institutional trust land as defined in Section 53C-1-103. - Regional board: means a regional grazing advisory board with members appointed under Section 4-20-104. See Utah Code 4-20-102
- State board: means the Utah Grazing Improvement Program Advisory Board created under Section 4-20-103. See Utah Code 4-20-102
(1)(a) the Utah Cattlemen’s Association;(1)(b) the Utah Woolgrowers Association;(1)(c) the Utah Farm Bureau Federation; and(1)(d) a conservation district, if the conservation district’s boundaries include some portion of the grazing district.(2) Regional boards:(2)(a) shall provide advice and recommendations to the state board; and(2)(b) may receive money from the Rangeland Improvement Account created in Section 4-20-105.(3) If a regional board receives money as authorized by Subsection (2)(b), the regional board shall elect a treasurer to expend the money:(3)(a) as directed by the regional board; and(3)(b) in accordance with Section 4-20-106.
