(1) There is created the Grid Resilience Committee composed of the following members:
Terms Used In Utah Code 53-2a-1502
- Committee: means the Grid Resilience Committee created in Section 53-2a-1503. See Utah Code 53-2a-1501
- Director: means the division director appointed under Section 53-2a-103 or the director's designee. See Utah Code 53-2a-102
- Division: means the Utah Division of Emergency Management created in Section 53-21-103. See Utah Code 53-2a-1501
- Energy: includes the energy resources defined in this chapter. See Utah Code 53-2a-102
- Expenses: means actual labor costs of government and volunteer personnel, and materials. See Utah Code 53-2a-102
- Grid resilience: means efforts to provide greater resilience to the state's infrastructure with respect to:(3)(a) weather events;(3)(b) wildfire;(3)(c) acts of terrorism; or(3)(d) other potentially damaging events. See Utah Code 53-2a-1501
- Officer: means a person who is elected or appointed to an office or position within a political subdivision. See Utah Code 53-2a-102
- Quorum: The number of legislators that must be present to do business.
(1)(a) the director of the division shall appoint two representatives from the division;(1)(b) the director of the Office of Energy Development shall appoint a representative from the Office of Energy Development;(1)(c) the director of the Division of Public Utilities shall appoint a representative from the Division of Public Utilities;(1)(d) the adjutant general of the Utah Army National Guard shall appoint a representative of the Utah Army National Guard;(1)(e) the chief executive officer of Utah Associated Municipal Power Systems shall appoint a representative of Utah Associated Municipal Power Systems;(1)(f) the chief executive officer of the Utah Municipal Power Agency shall appoint a representative of the Utah Municipal Power Agency; and(1)(g) the governor shall appoint:(1)(g)(i) one member who is currently employed by a large-scale electric utility, as that term is defined in Section 54-2-1;(1)(g)(ii) one member who is currently employed by a wholesale electric cooperative, as that term is defined in Section 54-2-1;(1)(g)(iii) one member who is currently employed by a rural electric cooperative, as that term is defined in Section 54-24-102;(1)(g)(iv) one member who is currently employed in the power plant fuels sector; and(1)(g)(v) two members with expertise in critical infrastructure protection.
(2) The committee shall elect a chair from among the members of the committee.
(3) If a vacancy occurs in the membership of the committee:
(3)(a) the replacement shall be replaced in the same manner in which the original appointment was made; and
(3)(b) the replacement shall be appointed for the unexpired term.
(4)
(4)(a) A majority of the members of the committee constitutes a quorum.
(4)(b) The action of a majority of a quorum constitutes an action of the committee.
(5)
(5)(a) Except as described in Subsections (5)(b) and (c), a member shall serve a term of three years.
(5)(b) A member shall serve until the member’s successor is appointed and qualified.
(5)(c) Notwithstanding the requirements of Subsection (5)(a), the governor shall, at the time of appointment or replacement, adjust the length of terms to ensure that the terms of the committee members are staggered so that approximately half of the committee members appointed under Subsection (1)(g) are appointed for an initial term of one and one-half years.
(6) A member may be appointed to more than one term.
(7) A member may not receive compensation or benefits for the member’s service, but may receive per diem and travel expenses incurred as a member of the committee at the rates established by the Division of Finance under:
