(1) The project director and the steering committee shall consult the following parties in developing and carrying out the initiative:

- Board: means the Utah Board of Higher Education described in Section 53B-1-402. See Utah Code 53B-1-101.5
- Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006.
- Industry advisory board: means the industry advisory board created in accordance with Section 53B-18-1804. See Utah Code 53B-18-1801
- Initiative: means the strategic planning and development initiative to guide the transition to an electrified and intelligent transportation system in this state. See Utah Code 53B-18-1801
- Project director: means the project director of the research center appointed under Subsection 53B-18-1802(2)(b). See Utah Code 53B-18-1801
- Remainder: An interest in property that takes effect in the future at a specified time or after the occurrence of some event, such as the death of a life tenant.
- Research center: means the ASPIRE Engineering Research Center at Utah State University. See Utah Code 53B-18-1801
- State: when applied to the different parts of the United States, includes a state, district, or territory of the United States. See Utah Code 68-3-12.5
- Steering committee: means the Electrification of Transportation Infrastructure Steering Committee created in Section 53B-18-1803. See Utah Code 53B-18-1801
- Technical education: means career and technical education that:(8)(a)(i) leads to a certificate; or(8)(a)(ii) is short-term training. See Utah Code 53B-1-101.5(1)(a) representatives of each sector described in the industry advisory board membership in Subsection 53B-18-1804(1), regardless of whether that sector is actually represented on the industry advisory board;(1)(b) institutions of higher education, including institutions of technical education, both inside and outside this state;(1)(c) the chairs of the following committees of the Legislature:(1)(c)(i) the Infrastructure and General Government Appropriations Subcommittee;(1)(c)(ii) the Public Utilities, Energy, and Technology Interim Committee; and(1)(c)(iii) the Transportation Interim Committee; and(1)(d) any other persons or entities the steering committee determines are relevant or necessary to fulfilling the stated mission.
(2) The project director, in consultation with the steering committee and the industry advisory board, shall lead an outreach and promotional effort to:
(2)(a) build awareness among stakeholders, industry partners, federal agencies, and the state’s congressional delegation of the state’s efforts to be a national leader in electrifying the state’s transportation system; and
(2)(b) attract industry partners and industry and federal investment to the state to design, develop, and deliver systems to promote and implement the initiative.
(3) The project director shall:
(3)(a) oversee the operations of the initiative; and
(3)(b) propose to the steering committee the program budget for the expenditure of funds appropriated by the Legislature to carry out the duties under this part.

(4)(a) The project director may, in accordance with this part, and subject to this Subsection (4), expend funds appropriated by the Legislature.

(4)(b)(i) Before October 1, 2023, the project director may not expend more than 25% of the annual project budget.
(4)(b)(ii) At the first meeting of the steering committee, the project director shall:
(4)(b)(ii)(A) provide a detailed account to the steering committee for all expenditures made before October 1, 2023; and
(4)(b)(ii)(B) present a budget proposal for the remainder of the fiscal year ending June 30, 2024.
(4)(b)(iii) Before October 1, 2023, the project director may expend funds for the following purposes:
(4)(b)(iii)(A) establish necessary and time-sensitive groundwork for development of the vision and strategic objective of the initiative;
(4)(b)(iii)(B) acquisition of materials needed for the initiative; and
(4)(b)(iii)(C) costs to hire and pay salaries of staff.
(4)(c) Except as described in Subsection (4)(b), the project director:
(4)(c)(i) shall propose an annual budget for the initiative; and
(4)(c)(ii) may not expend funds appropriated to the research center outside of the approved budget without approval of the steering committee.
