(1) The division shall:

- Agency: means any department or unit of Utah state government with authority to employ personnel. See Utah Code 63A-17-102
- Conviction: A judgement of guilt against a criminal defendant.
- Division: means the Division of Human Resource Management, created in Section
63A-17-105 . See Utah Code 63A-17-102
(1)(a) provide information and guidance to agencies encouraging the hiring of individuals with criminal histories, including:
(1)(a)(i) skills developed during incarceration through the Division of Correctional Industries and any other relevant program; and
(1)(a)(ii) guidelines to determine whether an applicant’s conviction, disclosed in accordance with Section 34-52-201, is a job-related conviction; and
(1)(b) ensure that agency job opportunities available to individuals with criminal histories are included in the web portal.
(2) On or before October 1, 2024, the division shall provide a written report to the Law Enforcement and Criminal Justice Interim Committee describing the efforts described in Subsection (1).
