(1) The benefits advisory commission shall:

- Annual compensation plan: means the annual compensation plan described in Section 63A-17-307. See Utah Code 63C-31-101
- Benefits advisory commission: means the State Employee Benefit Advisory Commission created in Section 63C-31-102. See Utah Code 63C-31-101
- State: when applied to the different parts of the United States, includes a state, district, or territory of the United States. See Utah Code 68-3-12.5
- Total compensation: means the same as that term is defined in Section 63A-17-102. See Utah Code 63C-31-101
(1)(a) review the annual compensation plan;
(1)(b) review proposed legislation submitted to the benefits advisory commission that amends the health care, leave, or salary benefits for state employees while considering total compensation; and
(1)(c) provide recommendations, if any, for the annual compensation plan or legislation described in Subsection (1)(b) that would make total compensation competitive with private sector employees.

(2)(a) No later than November 1 of each year, the benefits advisory commission shall submit a written report on the benefits advisory commission’s activities and recommendations, if any, for the annual compensation plan and legislation described in Subsection (1)(b) to the Executive Appropriations Committee and the Retirement and Independent Entities Interim Committee.
(2)(b) The report submitted under Subsection (2)(a) shall comply with Section 68-3-14.
