As used in this part:
(1) “State” means:

- Division: means the Division of Child and Family Services created in Section 80-2-201. See Utah Code 80-2-102
- State: means :(1)(a) a state of the United States;(1)(b) the District of Columbia;(1)(c) the Commonwealth of Puerto Rico;(1)(d) the Virgin Islands;(1)(e) Guam;(1)(f) the Commonwealth of the Northern Mariana Islands; or(1)(g) a territory or possession administered by the United States. See Utah Code 80-2-901
- United States: includes each state, district, and territory of the United States of America. See Utah Code 68-3-12.5

(2) “State plan” means the written description of the programs for children, youth, and family services administered by the division in accordance with federal law.
