(1) A person who holds a fish dealer license required by RCW 77.65.280, a wholesale fish buyer endorsement required by RCW 77.65.340, or a limited fish seller endorsement under RCW 77.65.510 is guilty of unlawful wholesale fish buying and dealing if the person:

- person: may be construed to include the United States, this state, or any state or territory, or any public or private corporation or limited liability company, as well as an individual. See Washington Code 1.16.080
(a) Fails to possess or display his or her license when engaged in any act requiring the license; or
(b) Fails to display or uses the license in violation of any department rule.
(2) Unlawful wholesale fish buying and dealing is a gross misdemeanor.
