A. The director shall establish guidelines governing the preparation, maintenance and content of specifications for materials, services and construction required by this state. B. Notwithstanding the provisions of section 41-2501, all procurement solicitations for volatile organic compound containing commodities shall include a request for substitute commodities with lower or no volatile organic content. Substitute products shall not have increased toxicity compared to the original commodity.
