The secretary of administration, upon recommendation of the director of personnel services and the board, may adopt rules and regulations as provided in Kan. Stat. Ann. §§ 75-3706 and amendments thereto to carry out the provisions of Kan. Stat. Ann. §§ 75-2929d to 75-2929g, inclusive, and 75-2949d to 75-2949f, inclusive, and amendments thereto.
