Notwithstanding the provisions of KRS § 61.510 to KRS § 61.705 (Chapter 110, 1956 Acts of the General Assembly of Kentucky and amendments thereto) and KRS § 78.510 to KRS § 78.852, on July 1, 1962, all regular full-time present and future public health employees of any joint city-county health department or board of health located in a county containing a city of the first class or a consolidated local government shall be included within the provisions of the state retirement system.
